Counsel Stack AI Reviews and Pricing: The Vals Top Scorer Now Sells Per Citation, Not Per Seat
Counsel Stack beat every other tool in the one independent US legal research benchmark. Then it stopped selling to lawyers one seat at a time. Here is what it costs now, who can actually buy it, and what a small firm buys instead.

Counsel Stack does not sell a lawyer subscription anymore. It sells a Citator API and a Research API to AmLaw 200 firms, courts, agencies and legal AI builders, priced per call: its homepage states an average of 0.0085 dollars per cite check, and every button on the site books a call. In December 2023 it sold one self-serve plan, Counsel Stack Core, at 20 dollars a week. Its research engine posted the top weighted score, 78, in the October 2025 Vals legal research study, against 69 for lawyers. If you are a solo or small firm looking for a research seat you can open in a browser, the closest buyable options are Midpage at 100 dollars a month or focused case law search from 29 dollars a month. This is informational research, not legal advice.
How we checked this. On 21 September 2026 we requested counselstack.com/pricing and got a 301 to the homepage. A path that never existed on the same host returned a clean 404, and so did /plans, /signup, /login and the old /deep-research-for-legal page Google still lists, all with identical bodies. That tells us the redirect is deliberate rather than a wall shown to automated visitors. We read the homepage, About, Citator API and Research API pages the same day. For the history, we read the Internet Archive copy of the Counsel Stack pricing page from 1 December 2023 and the Stripe pricing table it embedded.

The product that won the benchmark is real. What changed is who it is sold to. Read top to bottom, this is a company moving from lawyers as customers to lawyers' software as customers.

The 2023 plan. The archived pricing page was headed "Streamline legal workflows with Counsel Stack Virtual Agents" and carried a single card: Counsel Stack Core, 20 dollars a week, with three promises: we won't train on your data, cancel anytime, and complimentary training on the ethical use of LLMs. That works out to roughly 87 dollars a month, which was in line with what small firm AI research seats cost at the time.
The 2026 product. The homepage now leads with "Detect hallucinations and strengthen your legal arguments", the badges read "API or On Prem" and "Patent Pending", and the About page describes the company as powering citation verification for AmLaw 200 firms, courts and government agencies. The Research API is still there, still marketed on the Vals result. It just has no front door for an individual lawyer.

What checking a brief costs at Counsel Stack's own rates
Counsel Stack publishes an average price per check rather than a plan. It publishes it twice, and the two figures disagree: the homepage says 0.0085 dollars per cite check, and the structured data on the About page says 0.085 dollars per citation. We show both, because we cannot tell which one a contract would use. Citation counts are our round estimates for typical filings.

The unit price is low enough that it is not the real cost. The real cost is integration. An API returns verdicts to software; somebody has to build the screen that sends your brief, reads the answers and shows them to the attorney. For a firm with an innovation team that is a sprint. For a three-lawyer office it is a project nobody will staff, which is why the per-cite figure is irrelevant to most of the people searching for it.

Directory reviews we could find
A search of Capterra and G2 in September 2026 turned up no listing for counselstack.com.
The benchmark is the review that matters. Vals scored four AI tools on accuracy, authoritativeness and appropriateness. Counsel Stack finished first on the weighted score at 78, ahead of ChatGPT at 77, Midpage at 75 and Alexi at 74, with the average participant at 76. Its accuracy was 81 against 71 for lawyers. The margin over the field is small; the margin over the lawyers is not. Authoritativeness, which rewards answers grounded in real primary law, is where it led most clearly, and that is the property a citator API is built on.
Be careful with everything else. The review markup on Counsel Stack's own homepage is a single entry restating the benchmark result, which is a vendor claim rather than a user review. And a search for "counsel stack reviews" also returns counselstack.io, an unrelated site that reviews practice management software such as MyCase and Clio. Its 39 and 149 dollar figures are for those products, not this one. If a review praises Counsel Stack for replacing practice management software, check which company it means.

Two honest readings. First, the gap between first and third place was three points, so a lawyer choosing a seat is not giving up much by picking the buyable one. Cases was not in the study, and we do not claim a score we did not earn.

Why a citation API exists at all
The problem Counsel Stack is pricing
Counsel Stack's homepage says more than 1,000 attorneys have been caught using bad cites and more than 750,000 dollars in fines have been issued. Those are its figures. The independent count points the same way: Damien Charlotin's database of court decisions involving AI-hallucinated material listed 2,041 cases when we last checked it on 18 September 2026.
A cheap automated check lowers the risk. It does not move the duty. Under Rule 11 and ABA Formal Opinion 512 of 29 July 2024, the lawyer who signs is responsible for every authority in the filing. Cases is not a citator and does not pretend to be: we return real decisions you can open and read, and you still confirm the case is good law in KeyCite, Shepard's or your bar-provided service before it goes in a brief. Counsel Stack publishes a unit price, not a subscription. Its homepage states an average cost of 0.0085 dollars per cite check, while structured data on its About page says 0.085 dollars per citation, ten times more. Either way, a single brief costs cents to a few dollars to check. Contracts, volumes and deployment are set on a call; there is no public plan.
Does Counsel Stack have a monthly plan for lawyers?

What is the Counsel Stack Citator API?
It is an API that checks legal citations against an index of more than 29.9 million cites and flags problems such as hallucinated cases, fabricated holdings, overruled or limited law, bad quotes and wrong pincites. Counsel Stack says it detects over 40 error categories and handles more than 100 checks a minute. It is built for software, not for reading.
Is Counsel Stack the same as CounselStack.io?
No. counselstack.io is an unrelated site that reviews law practice management software such as MyCase and Clio, and the prices you see there are for those products. Counsel Stack, Inc. at counselstack.com is the Pittsburgh legal AI company in the Vals study. Reviews that mention replacing practice management software may be about either.
Does Counsel Stack have a free version?
Its navigation links to a "Free Legal Research" site at law.counselstack.com, but that host returned a 403 on every page we requested in September 2026, including a page that never existed, so we could not see what it offers. Treat it as unavailable until you can open it yourself.
Who uses Counsel Stack?
By its own description, AmLaw 200 firms, courts and government agencies, plus developers building legal AI products who need a citation check they can call. The Vals study it won was run with questions from consortium firms including Reed Smith, Fisher Phillips, McDermott Will and Emery, Ogletree Deakins, Paul Hastings and Paul Weiss.
What is the best alternative to Counsel Stack for a small firm?
If you wanted Counsel Stack for its research score, the closest thing you can buy as a seat is Midpage, which scored 75 in the same study and publishes 100 dollars a month. If you mainly need plain English US case law search with real citations, Cases starts at 29 dollars a month. Neither is a citator.
