CoCounsel vs Copilot Pricing for Law Firms and What Each Seat Buys

Microsoft 365 Copilot Business costs 21 dollars per user per month on an annual plan (18 in a first-year promotion that runs to 31 December 2026). CoCounsel Legal from Thomson Reuters costs 784 dollars per attorney per month on a one-year plan with all states plus federal content. The gap is not a markup. Copilot works from the web and your own files. CoCounsel works from Westlaw and Practical Law, and that licensed case law is what you are paying for. Most small firms that need both buy them for different jobs.

This comparison is for a managing partner, office manager or solo attorney at a US firm that already runs on Microsoft 365, who has seen the Copilot upgrade offer and a CoCounsel quote in the same month and wants to know whether one can stand in for the other. Every price below was read on the vendor's own page. Microsoft's Copilot pages were read on 14 October 2026. The CoCounsel Legal plans page was read option by option on 9 October 2026. Totals are our arithmetic.

Two conditions sit in the small print. Copilot Business is an add-on: Microsoft says a separate license for a qualifying Microsoft 365 plan is required, and the plan is sold to organizations of up to 300 users. CoCounsel Legal is sold online to new customers at firms of up to 10 attorneys. Above that, it is a sales quote. The full CoCounsel option list, term by term, is in our CoCounsel review.

Why is CoCounsel 37 times the price of Copilot?

Because most of the CoCounsel price is a Westlaw seat. Thomson Reuters bundles Westlaw Advantage, the Practical Law Dynamic Tool Set and CoCounsel Essentials into CoCounsel Legal. Westlaw Advantage on its own is 399.75 a month for the same all-states content, so the AI and Practical Law layer adds roughly 384 dollars a month for one attorney on a one-year plan. Copilot has no case law library to pay for.

Microsoft is direct about where Copilot gets its answers. Its pricing page lists the grounding for the business plans as web data, referenced files and uploaded files. That is excellent for the work a law office does all day in Outlook, Word and Teams. It is not a licensed, citator-checked collection of US decisions, and nothing in the Copilot plan claims to be.

Can Microsoft Copilot do legal research?

It can summarize, draft and search the web, but it cannot replace a case law database. Copilot has no licensed reporter, no headnotes and no citator, so a case it names may not exist, may be misquoted or may have been overruled. The duty to check every authority sits with the lawyer who signs the filing, whatever tool produced the first draft.

The risk is not theoretical. The public database of court decisions involving AI-hallucinated content kept by researcher Damien Charlotin listed 2,184 cases when we read it on 14 October 2026. Most of those filings did not come from legal research products. They came from general chat tools used for a job they were never sold to do. We cover the pattern, and what courts have done about it, in AI hallucination cases in court.

Is CoCounsel worth it if we already have Copilot?

Only if you would buy Westlaw anyway. If your lawyers research US case law several times a week and rely on KeyCite, CoCounsel's real cost is the gap above a Westlaw Advantage seat, about 384 a month, and the drafting and document review it adds can earn that back. If research is occasional, you are paying a research platform price for a search you run a few times a month.

Run the numbers for your headcount. These are annual figures at the published one-year rates.

10 attorneys plus 5 staff on Copilot3,780About 50,700 (4,224 a month firm price)47,970

Notice the last row. At ten attorneys Thomson Reuters publishes a firm price of 4,224 a month, about 422 per attorney, which brings CoCounsel Legal close to the cost of plain Westlaw Advantage at the one-attorney rate. Volume changes this decision more than any feature does. The small-firm configurator detail is on Westlaw solo practitioner pricing.

Does CoCounsel work inside Microsoft 365?

Thomson Reuters has built toward it for three years. It announced integration with Microsoft 365 Copilot in May 2023, and at Microsoft Build in May 2024 it demonstrated CoCounsel working inside Microsoft 365 through Copilot extensions, with Outlook, Word, Teams and SharePoint named. Thomson Reuters markets the two as complementary, which is the honest framing: Copilot for the office, CoCounsel for the law.

What the integration does not do is give a Copilot license access to Westlaw. The Thomson Reuters content comes with the Thomson Reuters subscription. Ask your representative which of the Microsoft 365 connections are live for your plan today, and get the answer in writing, because demos and general availability are not the same thing.

Is Copilot safe for confidential client information?

Microsoft lists Enterprise Data Protection with management, compliance and controls on its business Copilot plans, which addresses the main training and data-handling questions for work data. Safe enough still depends on your configuration. ABA Formal Opinion 512, issued on 29 July 2024, frames generative AI as a competence and confidentiality duty, so the firm needs to know what the tool can see, who approved it and what the contract says.

Two practical steps cover most of it. Write a short AI-use policy that says which tools may touch client files. And because Copilot drafts email in your users' names, standardize what goes out: a firm-wide email signature with the same confidentiality notice on every message removes one inconsistency a client or a court might ask about later.

Which should a small law firm buy?

Most firms on Microsoft 365 should buy Copilot for the staff and lawyers who live in email and documents, because at 21 dollars it pays for itself in saved minutes. The research question is separate, and it has three honest answers depending on how often your lawyers need case law.

  • Daily research, Westlaw-trained team. Price CoCounsel Legal against Westlaw Advantage alone. If you would use the drafting and review tools, the 384 dollar difference is the number to judge.
  • Daily research, Lexis-trained team. The comparable product is Lexis+ with Protégé, which is quote only. Our Lexis Protégé vs CoCounsel comparison covers that choice, and Lexis Protégé vs Harvey pricing covers the enterprise end.
  • Research a few times a month. Neither platform is a good buy. Pair Copilot with a focused case law search seat and the citator your bar membership may already include.

That third row is where Cases fits. You ask a legal question in plain English and get US federal and state decisions back as cards with the real citation, which you open and read. Starter is 49 dollars a month, or 24 a month billed yearly, with no sales call and no term. We are not a citator and we do not draft, so check treatment with KeyCite, Shepard's or a bar-provided service before you file. Every published research price in this market is side by side on our legal research pricing comparison, and if the chatbot your firm already pays for is Claude rather than Copilot, CoCounsel vs Claude pricing runs the same arithmetic.

What to check before you sign either

For Copilot: confirm your Microsoft 365 plan qualifies, note that the 18 dollar price is a first-year promotion with an annual commitment, and that the one-month trial needs a card and converts to paid. For CoCounsel: ask for the year two and three price, confirm which jurisdictions are in your plan, and ask what happens to material outside it. Then give both a real matter for a week and open every case either one cites.

This is informational research, not legal advice. Always read the case before you cite it.
